My thanks again to Graham Watson, retired from the History Department of Cardiff University, Wales, for this valuable contribution to the United States Navy in World War 1. This is part of his study of the USN, 1900-1922, the sources for which can be found here.


This is basically a list of names and relating them to human beings who commanded hundreds, if not thousands of men, their ships and their fates is considerably helped by the addition of photographs of these admirals. I am grateful to the Library of Congress, the Naval History and Heritage Command, Wikipedia and other sources for making them available. All are believed to be in the public domain.

It is interesting how many of these admirals have since had destroyers, destroyer-classes and other ships named after them. Brief details have been added in Section 3. Working on the USN in WW1, and becoming an admirer of Admiral Sims, it is rather gratifying to find that he has had more ships named after him than any other US admiral of this era.





1.  BACKGROUND

The only substantive rank for a flag officer in the United States Navy was that of Rear Admiral. In consequence this list presents the names of individuals without an indication of rank. From 1915, the rear admirals who held the most senior appointments were given the temporary rank of either Vice Admiral or Admiral. When that appointment was relinquished, the individual reverted to the rank of Rear Admiral. The appointments were:

This rule applied to the United States Army as well where promotions above the rank of Major General were temporary. Substantive three and four star ranks were introduced after 1945!

The only officer who held a permanent rank higher than that of Rear Admiral was George Dewey who was awarded the rank of 'Admiral of the Navy' for his victory at Manila in 1898 during the war against Spain. When he died the rank fell into abeyance until the creation of the rank of 'Fleet Admiral' in 1944 [awarded only to Admirals King, Leahy and Nimitz].

The conditions of holding flag rank were governed by legislation which determined the number of flag officers, the length of time the rank was to held, and retirement age. All promotions to flag rank were subject to approval by the United States Senate.

The heads of the various bureau in the Navy Department in Washington were granted the rank of Rear Admiral and regarded as 'additional in grade'. Most were not 'line officers' - they were specialists such as engineers, or even civilians.

The following table (repeated from Section 3 above) shows a relative consistency in the numbers. The use of temporary rank in 1917 and 1918 indicates how expansion could be achieved within the legislative restrictions.
